Hsinchu City Library Space and Seat Management Regulations
1. Hsinchu City Library (hereinafter referred to as the Library) considers the fair use of space and seat in the Library in order to maintain patrons’ rights and interests of use and established the Regulations for above specific purpose.
2. Service objects: Patrons who possess a valid personal library card issued by the Library.
3. Applicable space and seats: (For the computer area, please refer to “Hsinchu City Library Computer Access Regulations.")
(1) Study Room: All branches containing space for study room.
(2) Discussion Area: Long-Shan Branch.
(3) Audio-visual Area: Long-Shan Branch.
4. General principles for reservation registration in the whole area:
(1) Seats are open for reservation registration at the site or online (reservation opens three days ahead). For reservation at the site, please use “seat reservation registration inquiry kiosk” or complete the registration at the appointed desk.
(2) For cancellation or changes after online reservation, it must be made online at least thirty minutes before the reserved time. Applicants who fail to show up on time will be deemed a waiver of the right. The seat will be open for other patrons to register for use. The related applicants will be recorded points for violation.
(3) Please present a valid library card or identity card and take your seat according to the check-in methods announced for different areas in the Library within fifteen minutes (based on the time shown on the seat management system) after the time you reserved. Any overdue check-in will be regarded as a waiver of the right, and the seat will be open to other patrons for registration.
(4) Each person can only register one seat for one slot each time. Do not use another person’s name for registration, exchange your seat reservation with others, transfer the reservation of your seat to someone else, or use the seat for other purposes. If found any violation, the Library is entitled to immediately terminate your right of using the seat and you will be recorded violation points.
(5) Please pay attention on the end time and prepare early for leaving on time in order not to affect others. Failure of leaving the seat after five minutes when the time is up will be recorded points for violation. Patrons who would like to leave early should submit “end of use” on the “seat reservation registration inquiry kiosk.”
5. Methods of using the Audio-visual Area:
(1) It should be used according to the general provisions of Article 4 specified in the Regulations. Applicants shall check in on the audio-visual seat reserved by swiping the card.
(2) Time: It is limited to 180 minutes each time. Spare time more than thirty minutes will be open for registration. One notification will be sent ten minutes before the end of the slot reserved. If it is the first time on the day that users register their use, it can be renewed ten minutes before the end of the slot online or through the kiosk at the site. The renewal will be limited to once every day, and it can be used for another sixty minutes upon renewal. If the user still wants to use the audio-visual seat after the renewal, it requires to re-register the slot and swipe the card for check-in.
(3) Thirty minutes before the library is closed, seat registration and the use of audio-visual materials in the public presentation edition as well as relevant equipment will be suspended. If the reserved time ends after the library closing time, it can only be used until the time when the library is closed.
(4) If the user needs to leave the seat temporarily during the reserved slot, it will be limited to ten minutes. If users leave the seat more than ten minutes, the Library is entitled to cancel their right of using the seat and empty the seat at the site to open for other users to register their use.
(5) The audio-visual materials of the public presentation edition can only be played in the library but not provided for other purposes. Films of the home edition and with restricted access are only for the loan service. Patrons must use audio-visual materials provided by the Library according to the regulations of the film rating system, Copyright Act, and Protect IP Act. Anyone who violates the regulations will have to take the legal responsibility solely.
(6) When using facilities or equipment, please follow the operation instructions. If encountering difficulty in operation or mechanical failure, please ask a librarian to assist instead of changing wiring and accessories, or moving the equipment from other space in without permission. If the equipment is damaged because of improper use, the user shall take the compensation responsibility.
6. Methods of using the Study Room:
(1) It should be used according to the general provisions specified in Article 4 of the Regulations. Users shall check in and take their seat by swiping card on the speed gate at the site.
(2) Time: It is limited to 240 minutes each time. Spare time more than thirty minutes will be open for registration. If it is the first time on the day that users register their use, it can be renewed ten minutes before the end of the slot online or through the kiosk at the site. The renewal will be limited to once every day, and it can be used for another 120 minutes upon renewal. If the user still wants to use the seat after the renewal, it requires to re-register the slot and swipe the card for check-in.
(3) Thirty minutes before the closing time of the library, seat registration will be suspended. If the end time of the reservation goes beyond the library closing time, it can only be used until the library is closed.
(4) If users need to temporarily leave the seat during the time reserved, it will be limited to 60 minutes. Anyone who leave the seat more than the time allowed will be cancelled the right of use by the Library. The seat will be emptied at the site and open for another patron to use.
(5) For branches adopt management manually, patrons can take their seat freely but must not reserve or hold up seats for others. Depending on the actual situation, the Library will inspect and clear up seats from time to time. If users are found leave the seat over the time allowed, the Library is entitled to cancel the right of using the seat and empty the seat at the site for another patron to use.
7. Methods of using the Discussion Room:
(1) It should be used according to the general provisions of Article 4 specified in the Regulations. The same area can be used by a minimum of two persons and maximum of four persons. All users must be at the site in person and check in through “seat reservation registration kiosk” (for those who register at the site will be regarded as checked in).
(2) Time: It is limited to 120 minutes per group each time. Spare time more than fifteen minutes will be open for registration. If it is the first time on the day that users register their use, it can be renewed ten minutes before the end of the slot online or through the kiosk at the site. The renewal will be limited to once every day, and it can be used for another 120 minutes upon renewal. If the user still wants to use the seat after the renewal, it requires to re-register the slot and swipe the card for check-in even if it is a continuous time slot.
(3) Thirty minutes before the closing time of the library, seat registration will be suspended. If the end time of the reservation goes beyond the library closing time, it can only be used until the library is closed.
(4) If users need to temporarily leave the seat during the time reserved, it will be limited to 10 minutes. Anyone who leave the seat over the time specified will be cancelled the right of use by the Library. The seat will be emptied at the site and open for another patron to use.
8. Matters needing attention:
(1) To guarantee the safety of the public space, please do not privately use an extension cord to connect to the power supply, move tables and chairs, and adjust air conditioning switch and temperature. When using facilities or equipment, please follow the operation instructions. If encountering difficulty in operation or mechanical failure, please contact the service desk. Do not change any accessory on the machine randomly or move in the equipment from other space without permission. If causing any damage, patrons must take relevant compensation responsibility for the damage.
(2) Please keep quiet when entering the study room and the audio-visual area. Please talk quietly when using the discussion room. No loud talking that may affect the rights and interests of other users.
(3) When using different areas in the library, please keep the environment clean. No playing, chasing, smoking, eating or engaging in behaviors that may affect others. In addition, mobile phones and other telecommunication equipment must be turned off or be muted.
(4) Please keep your personal items with you. For any loss, the Library will not take the responsibility of safekeeping.
(5) Personal items that are left in the library after seat cancellation or the closing of the library will be centrally placed at the service desk. Please collect them back during the library opening hours. Any items that are not picked up within three days will be regarded and handled as waste. For perishables, the Library may directly clear it out.
(6) Please use the services according to the functions of each area, and do not use them for other purposes. Anyone who violates the regulations will be terminated the right of using the seat immediately by the Library and will be record points of violation.
(7) If users violate the Regulations and are advised twice on the day but ignore, the Library may record points for violation, ask the concerned user to leave the seat, and terminate the right of use depending on the seriousness of the situation. For the serious violation, it will be reported to the police to handle according to law.
(8) For any individual who is recorded points of violation at a single area in a single branch for three times, he/ she will be suspended from reservation and the right of use for 30 days. Besides, those who accumulated violation for five times at all areas (including the Computer Area) in any of branches in the city will be suspended from the reservation and the right of use at all areas in all branches in the city for 30 days.
9. When encountering special situations or changes of open hours, the Library is entitled to change the open hours through an announcement. Please check your personal records from our website “space and seat management system” one day before the reservation registration or on the day.
10. The Regulations must be approved by the Bureau before being put into practice. The same procedures musts be followed for any revision.
