The Hsiang-Shan Branch Library was established on November 1st, 1985 under the tireless efforts of the elderly patriarch Mr. Pan-Hui Chen. Mr. Chen pro-actively fought for basic infrastructure founding from both the central and local governments and raised over 1 million NTD together with his brothers to build the library. At the time of its founding the library was named after his father, “The Yang-Jing Chen Library”. After the Hsinchu Cultural Bureau was established on October 31st, 1986 the management of the library came under the Cultural Center. In 1992 plans started for automation of the library. In July of 1994 the recording of all library materials was completed, marking the start of the automation process of the library. In April 1996 the library officially linked with the Cultural Bureau’s library network.
The Hsiang-Shan Branch Library originally was located in a small auditorium on the second floor of the Hsiang-ShanElementary School. In 2000 the library temporarily closed down to accommodate the demolishing of the auditorium. On November 30th, 2002 the library had a trial reopening, and on December 6th official opened for operation. The new library is located in an auditorium on the first floor of the Hsiang-Shan Elementary School. The curved architecture of the roof and split arrangement of windows form a lively appearance, bringing a fresh energy to the city landscape of Hsiang-Shan. Within the library each section is has its own architectural theme, including the simple and minimalistic adult reading area, the relaxing magazine, newspaper and audio-visual area, the interactive children’s reading area and the neat and tidy self-study area, etc. The main color schemes of the library interior feature a contrast between black and white, which are complimented with yellow flowers and green leaves, making for an elegant, lively and bright reading environment when the sun is shining through the windows.

The Nan-Liao Library was established in July, 2004 under the direction of former Mayor Lin. Since then the library has been a treasured place of learning for the community members and students. However because of the small space, run-down facilities and ever increasing demands of the community members for faster and increased reading opportunities the library was unable to meet the reader’s needs. Luckily in recent years the Ministry of Education has been promoting the “Public Library Reading Environment” Space Improvement Plan. In order to allow local citizens to enjoy a more pleasant reading environment and better library recourses, the city and local government teams worked hard to obtain 1.65 million NTD in grant funds in June, 2002. The city government also allocated 740,000 NTD for the project, making a total of 2.40 million NTD of funds to be used for the renovation of the library. In August of the same year plans were designed for the project, in December construction contracts were awarded. After construction during January to May of 2003 the Library was reopened for operation on May 25th.

Goals of Operation

Create a reader-centered comfortable and natural reading environment. Build a minimalist yet beautiful and functional library.
Promote parent-child reading, provide reading materials which can satisfy the educational needs of different family structures.
Develop the characteristics of the library: Children’s books, parent-child education, fishing and marine culture, etc.
Plan diverse reading activities to allow the library to become a lifelong center of learning for the community and friendly neighbor.
