Group Library Card Application Notice
1. Purpose: The Application Notice is specifically established to make good use of the collection resources in the Library and cultivate reading habits among the public to create the atmosphere of shared reading.
2. Objects: Public and private groups, such as schools and communities, that are registered in the City (except those who engage in books rental as a profit-seeking business).
3. Application method:
(1) Schools: Based on “class” as the unit, the teacher of the class can submit an application, using the teacher’s service certificate and the original identity card.
(2) Other groups: Please prepare the business registration certificate and the applicant’s original identity card.
Fill out an application form and submit it along with relevant documents for the Library to verify. After verification, a group library card will be issued.
(3) The card will be valid for two years. After expiration, please visit the library and present relevant supporting documents for data updates in order to apply for renewal.
(4) Please do not submit duplicate application for a group library card nor lend it to others or allow any third party to use the card in any other ways. If it is lost, please report the loss to the Library immediately. If there is any false use caused by failing to report the loss, the applicant is responsible for all the relevant damage and losses.
(5) Reissuance procedures for the lost card: Please prepare the original identity card and relevant supporting documents and apply the card reissuance in person as well as pay for the handling charge of NT$100.
4. Check-out regulations:
(1) The group library card may check out 40 books (excluding audio-visual and journal materials) each time with a loan period of 42 days without renewal.
(2) Any overdue return of the books borrowed will be punished by right suspension. That is, one-day overdue return for each book will be suspended the right for one day.
(3) Checked-out books can be reserved through the Library’s online system. Each card is entitled to reserve five books.
(4) If encountering a situation when the Library has an urgent need to take back the checked-out books, the applicant must return them within three days after receiving the notice.
(5) When receiving notification to collect materials reserved but failed to collect them within the notification period (seven days), if it is accumulated to three times, the right of reservation will be suspended for one month from the next day after the third time.
5. Loss of books borrowed and compensation:
(1) Please take care of the books borrowed. If there is any loss or damage, the applicant and the group will take joint compensation responsibility.
(2) Methods of compensation can be either purchase the same book or same type of the book in an equivalent price that is published within one year or compensate with the price double of the price of the book.
(3) The loss or damage of book attachment will be regarded as the loss or damage of the book.
6. If there is any other matters that are not specified here, it should be handled according to “Hsinchu City Public Library Rules.”
7. Public libraries in the City may make an adjustment according to the situation of each branch and reserve the right of whether accept the application of the group library card.
8. The Application Notice must be approved by the Director-General of the Cultural Affairs Bureau before announcing it for implementation. The same procedure must be followed for revision.
