Hsinchu City Library Rules
1. Opening and closing time
(1) Library service time
a. Main Library (closed for reconstruction)

It only offers non-circulating materials, and a reservation is required for its access. The upper limit of the number of people is subject to the announcement at the site.
(4) Closing time
*Closed on Mondays, election day, and traditional holidays (Lunar New Year, Tomb Sweeping Day, Dragon Boat Festival, and Moon Festival) that are announced by the government. The library will not be open to the public on the days specified above, and opening hours shall be subject to the announcement made by the Bureau.
2. Library card application
(1) Please visit our website, click on “collection search system,” and fill out application information on the webpage of “library card application.” After completion, identity verification is required according to the following methods in order to complete the application procedures:
a. Please bring the original copy of the following valid certificates (choose one) to complete the verification at the counter.
(i) Domestic citizens can use their I.D. card, driving license, Household Certificate (original or photocopy) or valid Household Registration Transcript issued within three months. For foreigners, it can be their passport or resident certificate.
(ii) The applicant must deal with the process in person. If unable to deal with the library card application in person, a letter of authorization can be presented along with the applicant’s and the representative’s original I.D. cards to entrust the representative to complete the application procedures. However, if the original I.D. cards of both parties prove they are direct relatives or spouse of each other, the letter of authorization can be waived.
b. Online identity verification
(i) Send image files of the two sides of I.D. card in clear resolution to the email address: hc5001@ems.hccg.gov.tw (please remark “online library card application” on the subject of the email). For those who have not have a national identity card yet, please send the image file of Household Certificate as an alternative.
(ii) For online verification, we will only activate your library card account number and password. If you would like to have a physical library card, please present the original copy of a valid certificate at the counter for the application.
(2) If purposefully providing wrong information or using false identity information, the applicant shall take relevant legal responsibility solely.
(3) The first physical library card issued will be free of charge. For the card reissuance application, the applicant shall submit the original copy of the relevant identity certificate listed in the Paragraph 1 as well as pay for the handling charge of NT$100.
(4) The library card can be used in any public libraries in the city.
(5) If the library card is lost, it must be reported immediately for loss registration. The card holder must take all the relevant responsibility for the situation of being fraudulently used by others because of failure to report the loss or lending the card to a third party.
(6) Personal password must be set when applying a library card. If one forgets his/her password, one may use the “forgot password” function or call or visit the service counter in person to reset it to the default password (4 digits of birth month and day).
(7) To extend an expired library card, please use the online collection search system and log in personal bookstore>update personal information. After confirming the information has been updated, the expiration date will be extended.
3. Instruction of using collection materials
(1) The library card can only be used by the applicant or his/ her direct relatives.
(2) For borrowing materials in the Library, please present a valid certificate, such as the original library card or mobile library card for “Hsinchu City Mobile Library” APP, Hsinchu Citizen Card, I.D. card, resident certificate, national health insurance card, driving license, passport, original Household Certificate or Household Registration Transcript issued within three months.
(3) The borrowing quota at libraries in the city will be combined for calculation (except Micro Libraries). Maximum 20 books (including magazines) can be borrowed per library card with a loan period of 28 days. Audio-visual materials are limited to five items with a loan period of 14 days.
(4) After returning the collection borrowed, the same library card cannot be used to borrow the same collection on the same day.
(5) For the collection that is currently on loan but not due, if no other patrons make a reservation, books can be renewed once for 14 days while audio-visual materials can be renewed once for 7 days. The renewal application can be submitted five days before the due date (including the day of expiration), and the renewal period will start from the next day of the original due date (if the materials are due on January 5, the renewal can be applied on January 1. If the loan period for the material is 7 days, the new due date for the renewal application on January 1 will be January 12.)
(6) When borrowing materials in the Library (including any attachment for the book, like cassette tape or compact disk), please check at the site whether the material is correct with nothing missing or damaged. If there is anything missing, please inform the librarian immediately to avoid any subsequent compensation dispute and impact on personal rights and interests.
(7) Audio-visual materials of CD-ROM and home edition of DVD, CD, and VCD can be checked out. Public broadcast edition of DVD can only be borrowed one item at a time, and may only be viewed in the library.
(8) Current issue of magazines, reference and tool books, and newspapers in the general reading room and children’s reading room can only be used in the library. Please take one item each time. Non-current issues of magazines can be checked out.
(9) Volumes of the books borrowed as well as the date of return shall be subject to acceptance by the staff. Before that, the number of books on loan will still be subject to the information displayed on the computer. Please use any of the materials you borrowed from the Library according to the regulations of Copyright Act.
4. Collection reservation
(1) Method of application: Online application is required through the “collection search system” on our website. It is only limited to the collection materials that are “on loan” or “reserved.” Click on “reservation” and select the library for pick-up.
(2) Qualification: Those who possess a valid library card issued by the Library without records of overdue return or being suspended rights due to violation and have personal email address are entitled to the reservation service.
(3) Quantity: Each library card can only reserve five books (including magazines) and three audio-visual materials. Each collection can only be reserved by a maximum of ten persons.
(4) To avoid the misuse of the reservation service, materials that have been transferred and have arrived the pick-up library cannot be cancelled.
(5) Reserved books (including audio-visual materials) will be kept for seven days from the next day after the reserved materials arrived. The patron who had requested a reserved material will be notified via email once the said reserved material has arrived at the pick-up location. Please do visit “personal bookstore” on the website to check the status of reservation.
(6) If the on-hold period for reservation encounters a closing day of the library, it will be postponed to the next opening day. If the patron fails to pick up the requested material within the designated time, the patron’s privilege of priority reservation will be revoked, which will also be assigned with a permanent record of “requested material not picked up.” Failure to pick up requested material 3 times within a six month period will result in a ban of making reservation for one month.
(7) For collections that are not able to be reserved successfully because of errors in the current situation (such as wrong records and the loss of materials), patrons will be notified by email and the application of reservation will be cancelled automatically.
5. Interlibrary Loan and Return
(1) Interlibrary loan (borrowing books from other libraries):
a. Application method: Please submit an online application on our website “collection search system” by clicking on “interlibrary loan.” The selection is only subject to general books, audio-visual materials, and children’s books (excluding magazines) that are shown the status of “on shelf.” For the application of the first time, please enter your personal contact details and email address. Upon the completion of application, a message of successful application and application number will be displayed. After the material for the interlibrary loan is delivered to the library, the system will send an email to notify patron for pick-up from the library.
b. Application qualification: Patrons who possess valid library cards issued by the Library without records of overdue return or being suspended the access due to violation and have a personal email address.
c. Quantity: Each library card can borrow maximum four books (items).
d. Before the collection is transferred, the interlibrary loan can be cancelled online. For cancellation, please log in “personal bookstore,” click on “progress of online check-out application” and click on “cancellation” for the application.
e. Books (including audio-visual materials) of interlibrary loan will be retained for seven days from the second day after the materials delivered to the library. Upon the delivery to the library, the applicant will be notified by email. Please do visit “personal bookstore” on the website to check the status of the reservation.
f. Patrons will be suspended from the right of interlibrary loan for one month if they have records of no pick-up for three books (items) in accumulation within half a year.
g. Patrons have the priority right on books for interlibrary loan if they get the book in the site of the library. New arrivals within three months are not applicable to the service of interlibrary loan.
(2) Interlibrary return (returning books to other libraries):
a. Books on interlibrary loan from libraries in Hsinchu County and Hsinchu City are applicable to interlibrary return (excluding books in Micro Libraries).
b. “NTHU Exchanged Interlibrary Card” can only be used in Zoo Branch for interlibrary loan and return. Please refer to “Instruction of Exchanged National Tsing Hua University Library Card.”
6. Suspension and compensation responsibility
(1) Collections on loan (including books, audio-visual materials and their attachment) must be returned within the specified time. Any overdue will result in immediate right suspension in check-out, reservation, and interlibrary loan services. After returning the overdue collections, the right suspension period will start from the next day after returned. Each single day of every overdue book (item) will be suspended from the right for one day. The right of use will be resumed after the days of suspension are served.
(2) Please fully perform responsibility of safekeeping when using our collections. If involving situations of loss, damage, markings, annotations, or missing pages, patrons must purchase the same books or materials, the latest edition, or books or materials of the same type with equivalent value as the compensation at their own cost. If the collection includes an attachment, it should be compensated altogether. For audio-visual materials, they must be compensated in the same licensing edition.
(3) If unable to purchase the same book, it must be compensated in prices based on the following standards:
a. If it is priced in NTD, it should be compensated in the double of the price. If priced in “the base price,” it should be compensated in 50 times of the base price. For the pricing in a foreign currency, it should be compensated double after the conversion by the exchange rate of the day.
b. If one book (item) or more are lost or damaged from the whole set of books or audio-visual materials but there is no individual price for each book (item), it should be compensated in the average price.
c. Books that are not labelled with the price: The calculation standard of the price is NT$1 per page for Chinese books while it is NT$2 per page for books in foreign languages, NT$5 per page for paperback picture books, and NT$10 per page for hardcover picture books. For books with pages less than 100 pages, it will be compensated in the price of 100 pages. For books with insufficient information on the actual total pages, it should be compensated in the price of 300 pages.
d. If the attachment is lost or damaged, the compensation principle is to purchase the attachment the same as the edition lost or damaged at patron’s own cost. If unable to purchase the same edition, it should be compensated according to the price for the related collection.
e. For the lost book and audio-visual material, it must not be requested for a refund once the compensation is paid and the receipt is collected.
(4) Patrons who have no or are limited in capacity to make juridical acts should be jointly liable with their guardians for any damage arising therefrom if they are capable of discernment at the time of committing such an act. If they are incapable of discernment at the time of committing the act, their guardians alone shall be liable for such damage.
(5) Patrons who steal, deface, or destroy any type of collections of books and materials will be suspended their reading privileges or cancelled their rights of checking out books. If necessary, the police will be reported to investigate the crime or order to restore the collection stolen, damaged, or destroyed back to the original status.
7. Charges for material printing and photocopying
(1) Based on user charge and avoiding the waste of resources, the Library provides ordinary paper for patrons to print out various materials. NT$2 per page will be charged for black and white printing and NT$10 per page for color printing.
(2) Photocopying should be based on the materials in the Library and must follow Copyright Act and regulations of other relevant laws. Anyone who violates above regulations must take all the legal responsibility solely.
(3) If there is any stain or unclear ink on the printout, patrons must not request no charge for the printing unless it is caused by the printer in the Library.
8. Book donation
(1) The scope of book donation is books and audio-visual materials which are legally published, good for the implementation of reeducation, helpful for developing professional knowledge and skills, for the cultivation of personal qualities, and for the development of proper interests as well as complied with the collection development policy established by the Library. Books that were published with the most recent five years will be accepted first. However, we do not accept the following materials:
a. School textbooks.
b. Books for examination preparation purpose.
c. Books and materials that violate laws and are banned.
d. Serial publications, including journals, newspapers, and booklets.
e. Books related to technology that are out of date or old books and materials that have a latest edition.
f. Books and materials that have been drawn lines, marked, and damaged and are not able to be repaired.
g. Books and materials that are deemed inappropriate to be accepted by the Library.
(2) Those who donated books or audio-visual materials must agree the Library has full authority to handle the donation depending on the situation, including collecting, displaying, regifting, weeding, or other handling methods. Besides, we will not accept any conditions attached.
9. Others
(1) Please dress in tidy clothes, keep quiet, and keep the environment clean when entering the library. Do not engage in any misconduct, including making noise, spitting, lying down, eating, chewing gum, chewing betel nuts, wearing slippers (for home), playing and chasing around, speaking loudly, sleeping and other behaviors that affect the order in the library. Pets (excluding guide dogs) and dangerous items are not allowed in the Library nor posting advertisement, distributing leaflets or marketing & selling products.
(2) Please keep your precious items or personal belongings (including books, schoolbags, and handbags) with you. For any losses, the Library will not take the responsibility for safekeeping.
(3) Please mute the communication device, like mobile phones, when entering the Library. If you need to answer a phone call, please go outside to avoid affecting other people for their reading.
(4) Please use equipment in the Library properly. If there is any damage, you will have to take the compensation responsibility to the damage.
(5) For group visits, please book it one week in advance by post, phone, or email for the arrangement of the guided tour.
(6) Seats in the study room and in the Library must not be saved in advance. Patrons who leave the seat for more than 30 minutes without returning will be cancelled the right of using the seat by the Library.
(7) When encountering an emergency, please follow librarians’ instructions for escape or evacuation.
(8) Patrons who violate the library regulations and fail to correct their behaviors after being advised may be requested to leave the library or suspended the rights of checking out books depending on the seriousness of the situation. For serious plots, it will be reported to the police and handled according to laws.
10. The Rules must be approved by the Cultural Affairs Bureau, Hsinchu City before being . The same procedures should be followed for any revision.

(2) Photocopying should be based on the materials in the Library and must follow Copyright Act and regulations of other relevant laws. Anyone who violates above regulations must take all the legal responsibility solely.
(3) If there is any stain or unclear ink on the printout, patrons must not request no charge for the printing unless it is caused by the printer in the Library.
8. Book donation
(1) The scope of book donation is books and audio-visual materials which are legally published, good for the implementation of reeducation, helpful for developing professional knowledge and skills, for the cultivation of personal qualities, and for the development of proper interests as well as complied with the collection development policy established by the Library. Books that were published with the most recent five years will be accepted first. However, we do not accept the following materials:
a. School textbooks.
b. Books for examination preparation purpose.
c. Books and materials that violate laws and are banned.
d. Serial publications, including journals, newspapers, and booklets.
e. Books related to technology that are out of date or old books and materials that have a latest edition.
f. Books and materials that have been drawn lines, marked, and damaged and are not able to be repaired.
g. Books and materials that are deemed inappropriate to be accepted by the Library.
(2) Those who donated books or audio-visual materials must agree the Library has full authority to handle the donation depending on the situation, including collecting, displaying, regifting, weeding, or other handling methods. Besides, we will not accept any conditions attached.
9. Others
(1) Please dress in tidy clothes, keep quiet, and keep the environment clean when entering the library. Do not engage in any misconduct, including making noise, spitting, lying down, eating, chewing gum, chewing betel nuts, wearing slippers (for home), playing and chasing around, speaking loudly, sleeping and other behaviors that affect the order in the library. Pets (excluding guide dogs) and dangerous items are not allowed in the Library nor posting advertisement, distributing leaflets or marketing & selling products.
(2) Please keep your precious items or personal belongings (including books, schoolbags, and handbags) with you. For any losses, the Library will not take the responsibility for safekeeping.
(3) Please mute the communication device, like mobile phones, when entering the Library. If you need to answer a phone call, please go outside to avoid affecting other people for their reading.
(4) Please use equipment in the Library properly. If there is any damage, you will have to take the compensation responsibility to the damage.
(5) For group visits, please book it one week in advance by post, phone, or email for the arrangement of the guided tour.
(6) Seats in the study room and in the Library must not be saved in advance. Patrons who leave the seat for more than 30 minutes without returning will be cancelled the right of using the seat by the Library.
(7) When encountering an emergency, please follow librarians’ instructions for escape or evacuation.
(8) Patrons who violate the library regulations and fail to correct their behaviors after being advised may be requested to leave the library or suspended the rights of checking out books depending on the seriousness of the situation. For serious plots, it will be reported to the police and handled according to laws.
10. The Rules must be approved by the Cultural Affairs Bureau, Hsinchu City before being . The same procedures should be followed for any revision.
